Dr. Manuel Elkin was Mayor (intendente) in General Pico, La Pampa, Argentina, in 1917. Manuel (Emmanuel) Elkin, born in Marcos Juárez in ca. 1892, was a son of David Elkin and Olga Rifkin.

Víctor M. Elkin obtained the degree in medicine from the University of Buenos Aires in 1914, 27 years old. Thesis: "Colitis mucomembranosa; su patogenia, 8 puntos".

All this according to Boris' only son, Raúl, in Revista El Tradicional No 59.
